Hempstead ISD is proud to announce that the district received a Superior Rating under Texas’ School FIRST financial accountability rating system. The “Superior Achievement'' rating is the state’s highest, demonstrating the quality of Hempstead ISD’s financial management and reporting system.
Hempstead ISD has achieved an “A” rating for the last five years.
“Receiving a Superior Rating under the School FIRST system is a reflection of the thoughtful planning, accountability, and responsible financial practices that guide our district,” Superintendent Herbert O’Neil said. “We are committed to being good stewards of public funds and ensuring that every investment we make supports our students, staff, and the continued progress of Hempstead ISD.”
The district’s rating is based on an analysis of the district’s financial data for the 2025-2026 fiscal year. The system is designed to encourage Texas public schools to manage their financial resources better and provide the maximum allocation possible for direct instructional purposes. TEA determines a district’s rating using various performance metrics related to financial management.
